The problem
Most lost things are found. Almost none get returned.
A stranger picks up your bag, waits a while, then has nowhere sensible to take it. You post in three neighbourhood groups, phone a transit office, and describe the same keys to five different people. Both of you want the same outcome and neither of you can find the other — so the item sits in a drawer, and you replace it.
